Rachelle Vang

Instructional Systems Specialist

I have always been a technology person. In fact, I learned how to read because I wanted to learn how to play Pokemon and StarCraft.

This was the start of my interest in infusing technology and education. Throughout my undergraduate and graduate studies, I wanted to find a way to combine the two together and found my way to the field of Learning and Development.

Now, I am part of a the National Weather Service as an Instructional Systems Specialist. I create and deliver end to end training programs with colleagues, with a focus in Leadership, technical training and organizational efficiency. I also have experience in managing Learning Management Systems (LMS) to ensure training and compliance with employees.

Work Philosophy

I work with stakeholders to design and develop end to end training that makes sense for the organization and supports its goals.

Training is an art - creating training is easy however creating multiple modules that flow together requires time and an end goal. By using various adult learning theories and effective instructional design modules such as ADDIE, Bloom's Taxnonomy, MPI and more, my goal is to create engaging modules for my colleagues.

I believe in working in an iterative design process where I create draft iterations where we can review during our meetings. This way, the stakeholder can feel part of the process and I can continuously evaluate, review and add in comments into the training product I am making. I think this method allows clear communication between all parties.

Design

Collaborate with Subject Matter Experts and teammates to design a course with the appropriate content that works for our target audience. Focus on storyboarding via PPT and fleshing out ideas.

Development

Use authorizing tools such as Articulate 360 to bring the content to life. Focus on creating learning that is effective, engaging and visually pleasing to the target audience.

Learning Management System (LMS)

Utilize Learning Management System to deliver the course to students. Focus on combining all components of the training to one place.
